The video coding method is implemented by the specific stepsof: determining an estimated quantization parameter of a target image frame in a target image group, wherein the target image group is associated with a to-be-coded video; determining an inter-frame image change degree of the target image group; determining a propagation ratio of a target image block in the target image frame to a reference image block according to the estimated quantization parameter of the target image frame and the inter-frame image change degree; and encoding a to-be-encoded video according to the propagation ratio. Through adopting the video coding method and the video coding device of the invention, the video coding process can be optimized, and the coding time redundancy is reduced.
