The method comprises the following steps of: analyzing an engineering construction environment in an extremely cold region; analyzing path selection preference of a decision maker, selecting transportation time, transportation capacity and road section risk degree as three reference points, designing a path decision cumulative foreground value function of multiple reference points, and constructing a transportation path selection model; making an emergency material supply scheme at the initial moment, and selecting psychological expectation of the decision maker as a dynamic reference point; after supplying for a period of time according to the initial scheme, judging whether the actual loss exceeds a reference point or not, and if the actual loss exceeds the reference point, constructing a dynamic material adjustment model and adjusting the initial supply scheme; formulating a satisfaction criterion of emergency material supply from the perspective of affected public; and converting an emergency material allocation multi-objective model into a single-objective model by using three methods.
