Abstract

The invention provides a fixed code rate control algorithm with low time delay and low complexity. The algorithm includes steps of: dividing the Slices according to a time delay requirement and a target code stream and dividing a coding unit CTU according to the Slice; detecting, by the Sobel operator, the complexity of the image; determining a quantization parameter of the current processing block; executing the first encoding; adjusting an initial quantization parameter of the Slice according to the actual code stream and the target code stream used in the first encoding; calculating a target code stream of each block according to the first encoding result; executing second encoding and performing code rate control in real time; and performing pixel adaptive compensation coding independent of the video code stream, and intergrating the code streams to obtain the fixed code stream. According to the algorithm, on the premise of ensuring high video quality, quantitative adjustment can be performed on video coding through a low-complexity code rate control algorithm with fixed coding time delay, so that a fixed transmission code stream is obtained.
