The method comprises steps of periodically broadcasting system information and lead code information to UTC and MTC devices; receiving access request information: randomly selecting one lead code from selectable lead codes by the equipment according to the lead code information, and taking the selected lead code as the access request information by the equipment; decoding the access request information, and sending random access reply information through each device; receiving connection request information, wherein each piece of equipment is generated through a resource block in a physical uplink shared channel according to random access reply information sent by the base station; judging whether the connection request information is collided or not, and executing a PDQRA method if the connection request information is collided; and if no collision exists, successfully accessing.
