The device comprises: a first calculationmodule, which is used for calculating the power vacancy of the comprehensive energy system; a second calculation module, which is used for calculating the current output and the output margin of operation energy storage in a PQ mode; a switching module, which is used for setting the energy storage output of the PQ mode to be zero, calculating power vacancy through combination of upper and lower limits allowed by frequency, and calculating a switching power range through combination with the output constraint of the energy storage of the PQ mode; a matching module, which is used for matching acombination of a switching load or a power supply by taking the minimum switching frequency as a target; and an adjusting module, which is used for adjusting the output of the operation energy storageof the PQ mode and correcting a control error.
