The method comprises the following steps: establishing an interoperability expression model of each information subsystem, establishing an interoperability maturity model, evaluating the ability effect of each information subsystem, and obtaining a joint interoperability grade through the interoperability maturity model; and judging, if the joint interoperation capability level meets the level requirement of the complex giant system, allowing integration to form the complex giant system, otherwise, performing backtracking improvement and re-evaluation. Before the information system is integrated, the interoperation capability of the information subsystems is evaluated and corrected, so that the integration among the subsystems is ensured, and normal communication, information sharing, information exchange and information fusion analysis can be ensured after the information system is integrated.
