An electric vehicle integrator collects information of vehicle, driving, pre-off-grid and standby capacity market prices, real-time electricity prices and the like of each EV; the participation willingness of an electric vehicle owner is analyzed according to the existing information, and the willingness does not participate in EV evacuation cluster scheduling; an electric vehicle integrator establishes an optimization model about EV standby capacity and charging and discharging power according to a maximum income target, and an EV charging and discharging power plan is obtained through solving; and the integrator issues the charging and discharging conditions of the vehicles participating in dispatching to each EV charging and discharging control device, so that centralized optimization regulation and control on the intention participating EV are realized. According to the method, the intention of the user to select to participate in the centralized scheduling is analyzed by combining the influence of each influence factor possibly participating in the centralized scheduling of the user in the actual situation, and the schedulable capacity of the cluster electric vehicles is predicted on the basis, so that the method is more practical.
