The method comprises the following steps of: extracting transformer substation primary system information and transformer substation secondary equipment physical connection information from an SCD (Substation Configuration Description) file; according to the voltage grade, the interval and the secondary equipment associated with the interval, constructing an area and a screen cabinet of an SPCD file, and distributing the IED in the SCD file to each screen cabinet; creating an ODF device for each screen cabinet, and distributing an ODF port for the ODF device; according to the physical connection information of the equipment in the screen cabinet, constructing a jumper fiber list in the screen cabinet and a connection optical cable between the screen cabinets; associating each physical connection to an ODF port and an optical cable core; and generating an SPCD file, and performing substation configuration based on the SPCD file.
