The invention discloses a simulation device and method for power grid operation, and the device comprises a power grid dispatching model which is used for embedding a pumped storage unit model into a clearing model of a thermal power generating unit for combined clearing; a power grid planning model which comprises a double-layer energy storage and power transmission line combined planning model, wherein the upper layer model represents the investment of the energy storage and power transmission line, the lower layer model is used for clearing the market according to a route investment result given by the upper layer model; an income evaluation model, wherein the output value of the income evaluation model is equal to the sum of the output value of a market income sub-model and the output value of the plan income sub-model and then subtracts the difference value of the operation cost sub-model; and a processing module which is used for combining the power grid dispatching model, the power grid planning model and the income evaluation model and outputting a simulation result of power grid operation. According to the invention, clearing data and price signals of a spot market can be fully considered, and the operation efficiency of a power grid is improved.
