The invention relates to a RPR-fair service control system, transmission method and flux control method, wherein said system comprises MAC controller and annular selector, external data channel, and inner data channel; the controller comprises smooth filter and up ring access flux controller. And the control method comprises that: MAC controller based on received fair information speed generates access allowed speed; processing low-pass smooth filter on the speed to generate smooth access allowed speed; using smooth access allowed speed to control the flux of up ring fair service. The invention also provides a relative transmission method, to avoid up ring speed vibration and improve network property.
