The system comprises: stream-media releasing end, index server, client side, server for recording the watched program at customer end, and time transmission center. The method comprises: 1) said stream-media releasing end gets the precise time value from the time transmission center; 2) the stream-media releasing end disassembles the stream-media data into multi stream-media data fragments used by P2P system; labeling time mark on each fragment; sending the fragments to the network; 3) the client side gets the stream-media fragments data with said time mark from the stream-media release end or other P2P client sides; the client side extracts the time mark of each fragment; 5) the client side converts the time mark into the precise records of programs watched by user; collecting the precise records from all client sides.
