The present invention provides a system for providing content information on an idle mode screen of a mobile terminal using a personal computer functioning as a server, a method thereof, and a computer-readable recording medium recorded with a program for executing the method. The present invention provides an idle mode service system, and more particularly, provides a system in which a personal computer is used as a peer-to-peer (P2P) / WEB-to-phone (W2P) to provide content on an idle mode screen of a mobile communication terminal service system. This system for providing content information on an idle mode screen of a mobile communication terminal using a personal computer acting as a server includes: an online portal server for providing content to the personal computer through a communication network; and a personal computer in which is built a content extraction / conversion program that extracts content from a portal server, converts the extracted content, and displays it on the idle mode screen of the mobile communication terminal; and a mobile communication terminal for receiving content from the personal computer, and The received content is displayed on the idle mode screen.
