The electric quantity neutralizer is prepared by 116kg of aluminium hydroxide, 160kg of hydrochloric acid, 70kg of sulfuric acid, 5kg of regulator, 200kg of water, polymine and cationic etherifying agent. The preparation method of the invention comprises thesteps that the water, the aluminum hydroxide, the hydrochloric acid and the sulfuric acid are added into a reaction tank according to the group component to be evenly stirred and a steam valve is opened; after the reaction is carried out for 5 hours, the regulator is added into the reaction tank according to the group component for reaction for another 2 hours; material after the reaction are conveyed into a settling basin for settlement for 4 to 6 hours; a supernatant is pumped into a drying tower by a liquid injection pump for being dried to obtain dry solids; the dry solids are then taken out of the drying tower and every 800kg of the dry solids are added with 190kg of the polymine and 10kg of the cationic etherifying agent to be evenly mixed in a mixer.
