The method includes: the user accesses the network speed measurement page, and the accessing speed of the user to IDC is measured by the network speed measurement page; the network speed measurement page sends the accessing speed to an IDC monitoring server, and according to the accessing speed, the IDC monitoring server identifies the IDC network quality. The application of the embodiment of the invention ensures that client detection ends need not to be deployed everywhere, so that monitoring cost is remarkably lowered; the embodiment of the invention does not detect IP of the user actively, so that the privacy of the user is protected; according to geographical position and ISP attribute, the IDC monitoring server counts and averages the data of each user to obtain the network speed of each ISP user who accesses IDC everywhere, so as to realize the all-round monitoring of the IDC network quality.
