The powder of the polyurethane foam waste is taken as a main raw material, and the suppressing reinforcement plate is prepared by the following components in parts by weight: 100 parts of polyurethane foam powder, 50-70 parts of isocyanate and 6-10 parts of water. The preparation process comprises the following steps: adding the 100 parts of polyurethane foam powder into a stirring kettle for stirring; adding the 50-70 parts of isocyanate into the stirring kettle; then adding the 6-10 parts of water and evenly mixing; heating a mould to 160-170 DEG C; and spraying a release agent in the mould; placing the mixture into the mould and flattening, and performing compression moulding by a press, wherein, the pressure of the press is 12-16MPa.
