A moisture-removing rotating wheel is used for removing the moisture load of the fresh air supplied to rooms, and then dry fresh air is supplied to air-conditioner rooms in a replacement ventilation mode; the cold medium generated by a refrigerating unit serves as the cold medium for the radiation cooling of an indoor cooling plate, and the radiated cold energy is used for removing the moisture and heat load in the rooms. The fresh air is supplied to the air-conditioner rooms in the replacement ventilation mode to keep the freshness of indoor air; meanwhile, the indoor air flow rate is low, so the blown feeling of the human body is eliminated, the majority of the cold load is eliminated by radiation heat exchange, the indoor temperature distribution is uniform and thus the indoor comfort degree is improved obviously.
