The method is applied to the mobile communication system and comprises the following steps of: selecting a first cell on a resource block; calculating first throughput and second throughput of the user equipment on the resource block when the user equipment is cell edge user equipment of the first cell, wherein the first throughput and the second throughput are the throughput of the user equipment on the resource block under a muting mode and a normal mode respectively; judging whether the first throughput is more than N times of the second throughput or not and acquiring a judgment result, wherein the N is the number of the base stations which provide wireless communication service for the user equipment under the muting mode; if the judgment result indicates that the first throughput is more than or equal to N times of the second throughput, indicating the base station belonging to the first cell to use the muting mode on the resource block; and if the judgment result indicates that the first throughput is not more than N times of the second throughput, indicating the base station belonging to the first cell not to use the muting mode on the resource block.
