The present invention relates to axle torque-based driver interpretation with ratio power safety. Specifically, a control system is provided that includes a shaft torque arbitration module, a power safety module, a propulsion torque arbitration module, and an actuation module. The axle torque arbitration module determines the axle torque request based on driver input and vehicle speed. The power safety module determines a safe torque request based on the shaft torque request, vehicle speed, and engine speed. The propulsion torque arbitration module determines the propulsion torque request based on the shaft torque request and the safe torque request. The actuation module controls at least one of air, spark, and fuel provided to the engine cylinder based on the propulsion torque request.
