The device comprises an optical sensor, the triaxial accelerometer and a control module, wherein the optical sensor is used for continuously shooting a scanned character to acquire an image frame sequence comprising the scanned character; the triaxial accelerometer is used for measuring a relative displacement among image frames in the image frame sequence; and a control module is used for performing down-sampling on the image frame sequence according to the relative displacement measured by the triaxial accelerometer, splicing acquired sampling frames, performing character recognition on a spliced panoramic image and thus obtaining a character code of the scanned character.
