The invention discloses a system and a method for improving the user information open safety. The method comprises the following steps: a capability open platform encrypts a user mobile phone number in user information required to be open to a CP / SP (content provider / service provider) in advance; when the CP / SP requires to call the communication foundation capability provided by a network client, a cipher text acquired from the capability open platform directly serves as a called number, and a service request is sent to a basic capability platform; after the basic capability platform receives the service request of the CP / SP, a share secret key which is stored locally and is same with the capability open platform is utilized to decipher the cipher text in the service request; and the basic capability platform judges whether the CP / SP is allowed to call the corresponding communication foundation capability, and the corresponding operation is finished if yes.
