The determination method comprises the following steps of: (1) analyzing the thickness of an insulation board; (2) determining the mounting position of the insulation board; (3) determining the dimension of the insulation board; and (4) analyzing the effective shield range of the insulation board. According to the invention, when the hot line work is carried out at the interphase of the busbars of 110kC and 220kV transformer substations, the insulation board is determined to mounted at a place 0.3m and 0.5m away from the busbars of the adjacent side phases respectively; the thickness of the insulation board is not obliged to be smaller than 5mm; the height and the width of the 110kC basbar insulation board are not smaller than 3.1m and 1.9m respectively; the height and the width of the 220kV busbar insulation board are not smaller than 3.7m and 2.5m respectively; and the lap width is not smaller than 0.2m.
