The tool comprises a pin replenishing device and an insulation operation rod, wherein the pin replenishing device is arranged on the top end of the insulation operation rod, the pin replenishing device comprises a cotter pin gesture regulating mechanism, a cotter pin location mechanism and an installing base, the cotter pin gesture regulating mechanism comprises a dumbbell-shaped connecting shaft and two cylinder hollow bases which are symmetrically arranged leftwards and rightwards, sphere bodies of two ends of the dumbbell-shaped connecting shaft are respectively assembled with the two cylinder hollow bases, long grooves communicated with the inner end faces of the two cylinder hollow bases are arranged in the outer walls of the two cylinder hollow bases, and locking bolt assemblies are arranged on the outer walls of the cylinder hollow bases.
