The method comprises the following steps: a mobile hand-held terminal running the WEBOS is used for judging whether a required application is downloaded from a cloud server for the first time or not; if the application is downloaded from the cloud server for the first time, the mobile hand-held terminal normally downloads the application, and after the application is operated, a local hardware identification code of the mobile hand-held terminal is acquired; the acquired identification code is encrypted and bound, and is weighted, encrypted and bound with the application; and the application is uploaded to the cloud server to be saved. The apparatus comprises the mobile hand-held terminal running the WEBOS, wherein the mobile hand-held terminal is used for uploading the required application to the cloud server or downloading the required application from the cloud server and performing weighting, encrypting and binding on the application and the mobile hand-held terminal.
