The device is characterized by comprising a machine frame, a longitudinal adjusting device, a positioning device, a web clamping device and a lower cover plate adjusting device, wherein the machine frame comprises a bracket, a platform and a convex baffle; the longitudinal adjusting device comprises a fixing base with an opening, a longitudinal adjusting screw sleeve and a longitudinal adjusting screw rod; the positioning device comprises three pairs of groove steels,wherein three pairs of groove steels are arranged on a front part, a middle part, a back part of the top surface of the platform; the height of the three pairs of groove steels is increased sequentially; a cross beam used for reinforcement is arranged between each pair of groove steels on the middle part and the back part; step-shaped openings are formed in the top parts of the two groove steels on the middle part; the web clamping device comprises two bi-directional air cylinders, four connecting rods, four swing rods, four pressing blocks and four supporting bases; the lower cover plate adjusting device comprises two supporting arms which extend out in the shape of U; one extending arm is provided with a positioning opening; and a cross screw-adjusting sleeve and a cross screw-adjusting rod are arranged on the top part of the other extending arm.
