The method mainly comprises the following steps: making a cylindrical bag body with an open upper end by using polyvinyl plastics, wherein the cylindrical bag body has the thickness of 2 to 3mm; punching four holes at the edge of a bag opening of the bag body, wherein every two holes are formed symmetrically while the connecting lines of the symmetrical holes are vertical mutually; making four S-shaped hanging hooks by using four metal wires with equal length; enabling one end of each S-shaped hanging hook to be respectively hooked into each hole of the bag body and closing the hook at the hooking side; fixing a plastic ring with a circular hole on the outer side surface of the bottom of the bag body by using an adhesive; and threading the connecting lines into the plastic ring, wherein the connecting lines are connected with a cylindrical rubber bar which has the diameter of 3 to 5mm and the length of 2 to 3mm. As the method is used, the made garbage bag can overcome the defect that an ordinary polyethylene bag cannot be used repeatedly.
