The method is characterized in that a biological oil is adopted as a raw material oil; under a hydrogenation condition, the raw material oil and hydrogen are mixed, and pass through a first stage hydrogenation reaction zone; hydrogen-rich gas separated from a stream generated through hydrogenation is recycled; the separated liquid enters a second stage hydrogenation modification reaction zone; and sub-hydrogen gas separated from the oil generated through second stage hydrogenation is recycled, and the separated liquid product is subjected to fractionation to obtain naphtha and a low freezing point motor fuel.
