The method comprises the following specific steps that 1, resource scheduling management is partitioned into a user layer, a resource agent layer, a middleware service layer and a resource providing layer; 2, the user layer receives submitted operation, decomposes an operation requirement into a task list, and transmits to the resource agent layer; 3, the resource agent layer receives the task list, determines a resource combination scheme needed by tasks, and submits to a scheduling strategy module; 4, the scheduling strategy module of the resource agent layer selects an optimal combination scheme, and transmits to the middleware service layer; 5, the middleware service layer fixes the prices of various resources in real time, and requests resources from the resource providing layer; 6, the resource providing layer determines a long-term resource price according to a resource use cost, and collects resource use charges.
