According to the to-be-played time of the currently cached data, the target play time and preset play rate, the transmission rate needed increment is calculated and sent to the server so that the server can configure the transmission rate of the multimedia file according to the transmission rate needed increment and thus a problem of unsmooth play or network resource waste caused by difference of a transmission rate and a play progress of a terminal device is solved and an objective of improving user experience is achieved.
