The cooperative gateway is used for carrying out management and control of the target terminal and the cooperative terminal, specifically, acquiring terminal information of the target terminal and a usable cooperative terminal and acquiring network information and application service information; transmitting the acquired terminal information, network information and application service information to the strategy decision server; receiving and executing a cooperative strategy from the strategy decision server; and according to the strategy, carrying out service shunting or convergence.
