The system comprises a temperature information collecting device, a current signal / value signal conversion device, a device for dynamically generating a reference threshold of temperature disaster risks, a determining device started by an early warning program, a locating device, a train controlling device for controlling the speed of a train, a storage device and a control device. A control module serves as a core of the whole system, controls operation of the devices on one hand, and is used for being connected with external devices including an external computer device and the like to achieve communication and control. In the system, the dynamic generating mode is adopted in the reference threshold for evaluating the temperature disaster risks, the historical disaster situations are combined, and the historical situations are continuously updated after new early warning is given, so that the risk pre-evaluation of a certain region is considered more completely and scientifically with contrast to historical data.
