A primary outlet of the plate heat exchanger is connected with a drain pipe to be connected with the condensate water storage tank. A secondary inlet and a secondary outlet of the plate heat exchanger are connected with a secondary water returning pipe and a secondary water supply pipe respectively. The circulation pump is arranged on the secondary water returning pipe, and the secondary water returning pipe is further connected with a temperature reducing circulation pipe behind the circulation pump to be connected with a secondary inlet of the shell-and-tube heat exchanger.
