The invention provides a test and control system and method of a universal switching switch. The test and control system and method are applied to the universal switching switch. The universal switching switch is connected with a stepping motor which is used for providing a driving force for various actions for realizing switching between switching positions of the universal switching switch; and a plurality of position sensors corresponding to the switching positions are arranged in the universal switching switch. The test and control method of the universal switching switch includes the following steps that: sensing signals detected by the position sensors are received and are compared with preset signals, so that whether the universal switching switch is switched in placed is judged; the stepping motor is controlled to drive the universal switching switch to perform an action; when a switch position query module judges that the universal switching switch performs a preset action while does not act in place, preset operation is performed on the universal switching switch, so that a fault can be diagnosed and repaired; and when the fault is diagnosed and repaired successfully, the universal switching switch is controlled to re-execute the action when the fault occurs. With the test and control system and method of the universal switching switch of the invention adopted, remote control and remote fault diagnosis and repair on the universal switching switch can be realized.
