A vehicle operating system is provided with: an operating device (12) provided in a cabin (1) of a vehicle; and an on-board device (25) mounted on the vehicle and configured to select graphics displayed on a screen of a display device (7) in accordance with a select operation performed on the operating device. The operating device includes a base (13) that can be installed in the cabin by a user, a rotating operation knob (14) mounted to the base and configured to perform a rotating operation, a posture detection unit (18) that detects an attachment posture of the operating device, a connection portion (19) connectable to the on-board device, an operation signal output unit (15) that outputs an operation signal from the rotating operation knob to the on-board device, and a posture signal output unit (15) that outputs an attachment posture signal to the on-board device.
