The method comprises: acquiring the inlet average oxygen content of the air pre-heater; determining an outlet excess air coefficient of the air pre-heater according to the inlet average oxygen content of the air pre-heater; determining an inlet excess air coefficient of the air pre-heater according to the outlet excess air coefficient of the air pre-heater; determining the leakage-free outlet flue gas temperature of the air pre-heater according to the inlet flue gas temperature of the air pre-heater, the outlet primary air temperature of the air pre-heater, the outlet secondary air temperature of the air pre-heater, the inlet primary air temperature of the air pre-heater, and the inlet secondary air temperature of the air pre-heater; determining the flue gas air leakage temperature of the air pre-heater according to secondary air temperature; determining the outlet air leakage coefficient increment of the air pre-heater according to the leakage-free outlet flue gas temperature of the air pre-heater, a real boiler exhaust gas temperature, and the flue gas air leakage temperature of the air pre-heater; and determining the air leakage rate of the air pre-heater according to the outlet air leakage coefficient increment of the air pre-heater and the inlet excess air coefficient of the air pre-heater.
