The method includes the following concrete steps: establishing a traffic flow sharing rate model, and determining regulation and control of traffic flow and a control area through set thresholds; calculating a drive-in and drive-off flow rate difference in an original control scheme; calculating the total upstream and downstream input capability regulation amount needed by an initial queuing; distributing the total regulation amount; and regulating a traffic flow green ratio, and finally obtaining a bottleneck control scheme.
