The method comprises: a current locomotive scans a channel; the current locomotive establish a network by itself if the current locomotive does not receive the NCFG information from other locomotives in a first preset time period; the current locomotive takes other locomotives as sponsor locomotives and joins the network where the sponsor locomotives are located if the current locomotive receives the NCFG information from other locomotives in the first preset time period and receives the NCFG information from the same locomotive twice in a second preset time period. According to the invention, each locomotive is taken as one network node and completes network entry, networking, network maintenance, resource scheduling and the like by themselves, therefore the reliability and the availability of the double heading marshalling of a heavy load locomotive are effectively enhanced, the robust networking is realized in the condition the locomotive breaks down or a link breaks down, and the network survivability is effectively improved.
