The method comprises the following steps: 1) performing enrichment culture on the activated sludge microbial flora, namely, performing the enrichment culture on the activated sludge microbial flora to obtain an activated sludge microbial flora enrichment culture solution; 2) performing hardening culture on the activated sludge microbial flora, namely, performing the hardening culture on the activated sludge microbial flora enrichment culture solution to obtain an activated sludge microbial flora hardening culture solution; 3) dissolving the mid-low-grade phosphate ore by the activated sludge microbial flora hardening culture solution, namely, adding a non-phosphorus culture medium and the mid-low-grade phosphate ore into a container, and then adding the activated sludge microbial flora hardening culture solution for culturing.
