The system comprises a power plant terminal and one or more client sides. The power plant terminal comprises a processing center, a transport cart and a boiler. Each client side comprises a storage bin used for storing the straw, a smashing device, a granulation device and a monitoring device. The method comprises the steps that firstly, the straw is collected and smashed; secondly, the smashed straw is compressed and formed, and biomass fuel is formed; thirdly, when the biomass fuel exceeds 25 T, a transportation requesting signal is sent to a processing center; fourthly, the processing center confirms that the processing center receives the transportation requesting signal and replays the transportation requesting signal to the monitoring devices; fifthly, the power plant terminal arranges the transportation cart to transport the biomass fuel to a power plant from a peasant household place; fifthly, the biomass fuel is conveyed to the boiler to be burned for power generation.
