The data acquisition terminal is used for acquiring and transmitting the water quality parameter information of a monitored water area. The server is used for receiving the water quality parameter information sent by the data acquisition terminal and inputting into a saprolegniasis forecasting model the received water quality parameter information to be calculated in order to obtain the predicted data of saprolegniasis outbreak, obtaining a waiting time of the saprolegniasis outbreak according to the predicted data of the saprolegniasis outbreak, and judging whether a water quality state is a water quality state prior to the saprolegniasis outbreak according to the waiting time of the saprolegniasis outbreak, and generating early warning information if yes.
