A first arc-shaped groove downwardly opening is formed on the top surface of the fixing rack; angle scales are arranged on the external edge of the first arc-shaped groove; the testing platform is an arc-shaped plate; an arc-shaped surface of the arc-shaped plate are on the same circuit surface; the bottom surface of the testing platform is tightly close to the arc-shaped surface and is provided with a second arc-shaped groove sharing the same circle center of the testing platform; two ends of the second arc-shaped groove are opened; the testing platform is horizontally arranged on the fixing rack; a scale pointer is protruded from the middle of the arc-shaped surface; the ball is arranged between the first and second arc-shaped grooves; the fixing rack is in a slideable connection with the testing platform via the ball; and the loading device works on the arc-shaped surface along a tangential direction of the arc-shaped plate to pull the testing platform to rotate in the fixing rack.
