The method comprises that an upper computer sends a data package order to control a copy controller and a frequency generator; the data package order sent by the upper computer is analyzed by the copy controller according to a frequency clock generated by the frequency generator and is sent to an intelligent ammeter to be tested; the intelligent ammeter to be tested makes response after receiving the correct data package order and reversely returns response data to the upper computer; and the upper computer and analysis software running inside of the upper computer analyze the response data sent by the intelligent ammeter to be tested so as to judge receiving performance of the intelligent ammeter to be tested. According to the intelligent ammeter communication receiving performance testing system and the method, the receiving performance in center frequency deviation of the intelligent ammeter can be tested and implement is simple and convenient.
