The invention discloses a temperature and flow decoupling control structure and method. According to the structure, two decoupling calculation blocks are additionally arranged in an original mixed material system, after output of a temperature controller and output of the decoupling calculation blocks are added together, the output acts on a hot-fluid regulating valve, and thus the temperature controller acts on adjustment of the percentage of a hot material flow in a total flow; after output of a flow controller and output of the decoupling calculation blocks are added together, the output acts on a cold-fluid regulating valve, and thus the flow controller acts on adjustment of the total flow of a mixed material, the flow is unchanged during temperature adjustment, the temperature is changed during flow adjustment, mutual interference is eliminated during simultaneous adjustment of the temperature and the flow, and a decoupling control effect is realized in such a way. For the purpose of improving the system operability, in such a structure, a temperature controller output and decoupling calculation block and a flow controller output and decoupling calculation block are connected with a decoupling control button, so that disturbance-free switching can be automatically completed when decoupling is put in service, abrupt change of the opening degrees of the regulating valves is prevented, and the stability of the mixed material system is enhanced.
