Abstract

The HEVC-based bit rate control method comprises the steps of: encoding a first GOP according to a bit rate control method of an HEVC encoder; starting from a second GOP, and marking LCU of each I frame for each I frame by adopting a motion region detection technology based on inter-frame differential method, wherein marker types include motion region, ordinary region and stationary region; adjusting QP of the LCU according to the marked LCU, decreasing the QP of the LCU marked as the motion region, increasing the QP of the LCU marked as the stationary region, and keeping the QP of the LCU marked as the ordinary region unchanged; encoding each LCU in the I frame according to the adjusted QP by adopting the bit rate control method of the HEVC encoder; and encoding B frames and P frames in the GOP according to the bit rate control method of the HEVC encoder.
