Abstract

The invention relates to a method and device for transmitting and receiving a system message, user equipment, and a base station. The method comprises the steps: determining a request window, a receiving window and a guide code of a to-be-requested system message when a system message of a first type broadcasted by the base station is received, wherein the request window comprises P time domain transmitting chances which are used for transmitting the request message with the guide code; monitoring whether there is the request message with the guide code, transmitted by user equipment to the base station, in the former Q time domain transmitting chances of the request window or not; transmitting the request message with the guide code at the (Q+1)-th time domain transmitting chance if there is no request message with the guide code transmitted by user equipment to the base station; and monitoring the to-be-requested system message transmitted by the base station in the receiving window of the to-be-requested system message.
