The invention further provides an implementation method. Commutation switch modules and a central control area module are arranged; the commutation switch modules are arranged on various load branches in a power distribution network; all commutation switch modules are intensively connected to the central control area module; and three phases of current input ends of the commutation switch modules are connected with three phases of lines and three phases of current output ends of the commutation switch modules are connected with a user.
