The testing device comprises an oscillation test parameter testing system main machine, an air pressure type oscillation test water head stimulating unit well head sealing cavity, a casing pipe, a communication electric cable, a multi-functional probe, a sealing cavity pressure releasing valve, a sealing cavity barometer, a sealing cavity air inlet valve, a sealing cavity air inlet pipe, an air pressure plugging system, a punched hole and a chock plug; according to the testing method, one single target crack is isolated through an air pressure plug, and the target cracks are subjected to an air pressure type oscillation test; and a standard curve is drawn through a derived obliquely-filled crack oscillation test module, the target crack transmissibility coefficient and the water storage coefficient of the target cracks are calculated through the curve fitting method, and the influence of the border distance of a radial constant head on the precision of parameter calculating is evaluated.
