Permanent magnets of a left part and a right part of the permanent-magnet torque motor are in mirror symmetry, each side employs a structure which three permanent magnets are connected, the shapes of an upper permanent magnet and a lower permanent magnet are same, the magnetization directions of the upper permanent magnet and the lower permanent magnet are opposite along a horizontal direction, and the magnetization direction of an intermediate permanent magnet faces vertically and upwards; an intermediate part of the torque motor comprises guide magnets in a horizontal direction and a vertical direction, an armature and a coil, and gaps exist between the guide magnets of an upper part and a lower part in the vertical directions; and during working, each path of polarization flux or each path of control flux which is generated sequentially passes through the existing gaps for twice, the control flux and the polarization flux of each gap are superposed, a direction of a control current in the coil is changed, so that the armature is rotated under an electromagnetic torque in a clockwise or counter-clockwise direction.
