The method herein includes the following steps: acquiring the threshold valueof vision recognition time when a test driver drives, and the vision recognition time of each traffic sign from various combinations of traffic sign by the test driver; based on the vision recognition time and the threshold value of vision recognition time, acquiring a target traffic sign combination which meet maximum vision recognition condition; and based on the vision recognition time corresponding to each traffic sign of the target traffic sign combination, constructing an information threshold value model, based on the information threshold value model, acquiring the traffic sign information threshold value. A system is intended for executing the aforementioned method.
