The method comprises the following steps: enabling a base station to acquire feedback information of pre-paired remote users with a low signal-to-noise ratio and the feedback information of near users with a high signal-to-noise ratio; determining whether data retransmission is needed according to the feedback information of the remote users and the feedback information of the near users; if the base station determines that the data retransmission is needed, determining a retransmission strategy according tothe feedback information of the remote users and the feedback information of the near users; and transmitting data to the near users and the remote users according to the retransmission strategy. Through flexible HARQ retransmission and merging strategies, the retransmission efficiency of multi-user overlay transmission can be improved, and the transmission reliability can be guaranteed.
