According to the method and the device, when an actual value of a rotating speed of a motor is relatively small, a torque current amplitude waveform is kept in a constant state through judging whether the actual value of the rotating speed is greater than a first preset rotating speed and small than a second preset rotating speed or not and determining the torque current amplitude waveform according to the comparison result; after the actual value of the rotating speed of the motor reaches the second preset rotating speed, the torque current amplitude waveform changes along with a phase change of AC input voltage, so that the motor can be stable in rotating speed and can be normally started at a low-speed starting stage, has relatively high reliability and can ensure that a motor starting control system has a relatively highpower factor while running at a high speed. Furthermore, the process of switching the torque current amplitude waveform into a fluctuating state from a constant state is relatively gentle, so that thework stability of the motor is improved.
